It is extraordinary
that
such a large requisition should not have been provided for in
the Estimates. I think we should have had further explanation as to
why these arms are required for six hundred men, and that the 1900 Estimates
were sanctioned on the understanding that they included all expenditure that could not reasonably be foreseen; ask why
this requisition was not provided for on these Estimates, and why
the arms are required.
